One day into what’s predicted to be another “above-normal” Atlantic hurricane season, a Moody’s report notes that coastal state and local governments are particularly vulnerable thanks to rising materials and labor costs and disrupted supply chains, even as the federal government nudges them to bear more of the cost of clean-up.
